Intel is doing this as part of the IFS initiative
Over the past few years, Intel has been pursuing an IFS strategy, which, among other things, involves turning the company into a major manufacturer of semiconductor products for third-party customers. AMD believes that this strategy of their competitor will fail.
Executive Vice President of Strategic Partnerships and President of AMD EMEA Darren Grasby said that Intel will not succeed in its initiative.

intel went down that path and if you think about AMD’s path, many years ago we had our fabs and we decided to go fabless and that was a turning point in the company’s history that allowed us to put money into R&D
Let us remember that at one time AMD allocated its semiconductor capabilities to a separate company, GlobalFoundries, which in 2012 ceased to be in any way associated with AMD. Since then, AMD has ordered the production of CPUs and GPUs, including from GlobalFoundries, and in recent years has completely switched to TSMC. This also allowed AMD to release the world’s first x86-compatible 4-nanometer consumer processors.
