The State Duma proposes to ban registration on Russian sites using foreign electronic mail services like Gmail. This is spelled out in the draft amendments to the laws “On Information, Information Technologies and Information Protection” and “On Communications”.

The amendments have already received a positive opinion from the State Duma Committee on Information Policy. Today, July 25, the bill will be considered in the second reading. If the document is adopted, it will enter into force on December 1, 2023.
The amendments provide for four legal methods of registration: by the phone number of a Russian telecom operator, through the single portal “Gosuslug”, through the Unified Biometric System or using another system owned by a citizen of the Russian Federation or a Russian legal entity. “Other” refers to Russian services (for example, VKontakte) or mail on Russian services like Mail.ru.
