This is proved by the discovery of a dampener under the pseudonym TwinkieSnake. He examined the PC version files and found unfinished models of female police officers in blue uniforms.

As proof, the user posted a screenshot on the Reddit forum. Obviously, the idea of ​​adding female legalists to the game has been dropped for the sake of credibility and realism. The events of RDR 2 unfold in 1899, and then the movement of suffragettes, that is, fighters for granting women the right to vote, was still in its infancy, and there is no need to talk about equality in a broader sense. However, skillful shooters among women have been encountered at all times, reflected in the plot of Red Dead Redemption 2.

Perhaps the models were created for Red Dead Online and added to the multiplayer component of RDR 2 in the future. 

Rockstar Games did not comment on the find TwinkieSnake, so we can only guess about its purpose.
