Today, July 26, 2023, deputies of the State Duma adopted in the third and final reading amendments to the Federal Law “On Information, Information Technologies and Information Protection” and the Federal Law “On Communications”. These amendments, among other things, bring a ban on registration on Russian sites from foreign e-mail.

To be more precise, the law prescribes a requirement for Russian sites and applications to exclude the possibility of authorization using foreign services. As noted on the website of the State Duma, the identifier of Russian users must be tied to a Russian phone number, e-mail in the .ru and .rf domains, “Gosuslugi” or biometrics.
Fortunately, already registered users will not have to register again under the new rules. Also, the head of the State Duma Committee on Information Policy, Alexander Khinshtein, clarified that the new requirements do not apply to all Russian sites, but only to those “where there is user registration and authentication”, for example, these are marketplaces.
Now the bill must be approved by the Federation Council, and then submitted for signature to Russian President Vladimir Putin. If all these stages are successful, the amendments will come into force on December 1, 2023.
