The reason for this was the failure of the Safari browser. Users who installed the update began to complain on the network about problems opening a wide variety of sites in the browser. Sites simply warn you that the Safari browser is not supported after Rapid Security Response updates.

Rapid Security Response updates for iOS 16.5.1, iPadOS 16.5.1, and ‌macOS Ventura‌ 13.4.1 fixed a WebKit vulnerability that Apple says could have been actively exploited by attackers. Apparently, Apple will re-release RSR when the issue is resolved.
