The inconsistency in the actions of the Moscow authorities and one of the Big Four operators led to a problem among Muscovites who tried to get an official pass absolutely officially.

Since April 15, access control has been introduced in Moscow and the region. It became possible to issue an electronic pass for free movement in the capital from April 13. This requires an account on the public services portal of the Moscow region uslugi.mosreg.ru, call the hotline 8-800-550-50-30 or send an SMS to 0250 short number. The registration procedure is described on the official portal of public services of the Moscow region.

However, MegaFon subscribers who sent SMS to 0250 short number faced a strange problem – instead of obtaining a pass, they automatically connected to a paid informational and entertaining SMS-service. For each message 30 rubles were debited from the subscriber’s account.

According to the operator’s press service, the company did not receive requests for organizing the service on this number from the Moscow Region Government and, in the morning of April 13, another service was actually tied to number 0250. MegaFon has already disabled a paid service and is going to compensate for excessive expenses of subscribers.

At the time of writing the news, the registration of the pass on the official portal of public services of the Moscow region is not available and technical work is underway.
