We are talking about timestamps or “chapters” that will make viewing longer videos more convenient. Such sections will allow you to quickly jump to the desired part of the video using the player slider.
The function uses tags from the video description and turns them into sections that are easily distinguishable in the player. Looking at such a section, you can see the name and duration of this “chapter” of the video.
At the moment, “chapters” are not available to everyone and have appeared with a limited number of users. They are present both in the mobile application and in the desktop version of YouTube.
