Russia may start issuing electronic passports from December 1, 2021. The draft of the corresponding decree of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation (Ministry of Digital Development of Russia) has been published on the portal of regulatory legal acts.

Residents of Moscow will be the first to get access to e-passports, but in other regions it is planned to start issuing e-passports no later than July 1, 2023.

The first mock-up of an electronic passport was shown in the summer of 2019 at a briefing by Deputy Prime Minister Maxim Akimov. The passport will complement the mobile application and “will become the key to government and commercial services.” The passport itself will be a plastic card with an ID1 format chip, like a bank card. At first, the application can be used to conclude employment contracts, receive MFC services, purchase alcohol and tobacco.
