It is implemented by the operator China Mobile
The Ministry of Industry and Information Technology of China has approved China Mobile’s application to use the 4.9GHz frequency for 5G communications aboard the COMAC C919 aircraft. China is ahead of the curve in deploying 5G networks, so it’s no surprise that 5G will continue to work on a Chinese aircraft.
It is reported that China Mobile’s equipment will allow COMAC C919 passengers to download data at speeds up to 420Mbps (52.5MB/s) and upload data to the Web at speeds up to 66Mbps (8.25MB/s).

China Mobile also said it will take the lead in cooperating with the China Flight Test Research Institute to implement broadband data transmission systems during flight tests of various aircraft. This will make it possible to implement fast unloading of large data arrays, as well as increase the efficiency of data analysis.
COMAC C919, we recall, is a Chinese narrow-body medium-haul aircraft. True, it uses foreign CFM LEAP-1C engines. The price of the COMAC C919 is almost the same as the cost of the Boeing and Airbus analogues, so for China this is to some extent a fashion project. At the same time, it is quite commercially successful – more than 1000 orders have been collected for the COMAC C919, production is loaded for years to come.
