In a strategic move to revitalize residential construction, Rockford has recently passed a three-year property tax rebate initiative. Mayor Tom McNamara’s administration has long been dedicated to reducing property tax burdens and collaborating with other taxing agencies to achieve this goal. Under this initiative, property owners can benefit from a three-year tax rebate if they meet the following criteria:

Property Type:

Newly constructed single-family homes, duplexes, and multifamily buildings occupied before December 31, 2025, are eligible for the rebate.

Location:

The eligible properties must be within the geographical boundaries of the city of Rockford, Rockford Public Schools, and Winnebago County.

Tax Breaks:

Properties already receiving other tax breaks are not eligible for this rebate. Additionally, single-family residences must be owner-occupied to qualify.

Challenges Faced by Rockford

Rockford’s residential construction industry has faced significant challenges since the 2008 real estate market crisis. Prior to the crisis, the city was constructing approximately 225 new homes annually. However, this number plummeted in the aftermath of the crisis, with only around 20 new home development permits issued each year.

City Council Debate

During the discussions surrounding the property tax rebate initiative, Alderman Mark Bonne from the 14th district expressed concerns about the maintenance of multi-family rental houses. He proposed an amendment to exclude these properties from the rebate program. After a thorough and protracted debate, the proposition was ultimately defeated, and the rebate scheme was unanimously approved.
