The head of Roskomnadzor, Andrei Lipov, said that exercises within the framework of the law “on the sovereign Internet” showed problems with the survivability of networks in conditions of deliberate influence on communication lines.
He noted that if individual network facilities stop operating, this will affect the availability of communications throughout the region. Over the course of four years, six exercises on Runet sustainability were conducted.
“Based on the results of the latest exercises, problems related to the survivability of communication networks under conditions of deliberate impact on communication lines and structures were identified. The cessation of operation of individual network facilities may have an impact on the availability of communication services throughout the entire region,” Lipov said.
Tests of the sovereign Runet showed problems with network survivability
As a result of the exercises, amendments to the legislation were developed, in particular to the draft concept of legal regulation and the law on primary communication networks. Amendments to the communications law will be adopted in the near future.
The first stability tests of Runet took place in December 2019. The next exercise took place in July 2023. Roskomnadzor then stated that they were successful.
