The Ministry of Economic Development proposed a concept for regulating AI technologies and robotics

The Ministry of Economic Development, together with Sberbank and the Skolkovo Center, has developed a concept of regulation in the field of creation, development, and use of artificial intelligence (AI) and robotics technologies until 2024, reports the Kommersant publication. The document has already passed preliminary approval and has been sent to the government for consideration.

According to the source, in Russia, there is no special legislative framework for regulating the use of AI and robots. The proposed concept describes areas where, first of all, it is required to fill and solve the gaps and problems of legal regulation.

The document laid down the principle of “stimulation before regulation”. According to him, restrictions should be introduced only if the introduction of new technologies will be accompanied by risks. In addition, the ministry pointed out the need to delineate responsibility for possible harm from the use of these technologies.

The Ministry of Economic Development also listed “legal barriers” that prevent the introduction of robotics and AI technologies in various areas. In particular, solutions require issues related to the protection and use of personal data. This requires improving the legal framework in the field of data, providing developers with secure access, as well as removing restrictions on the circulation and use of this data.

According to the authors of the concept, one of the possible solutions may be the development of insurance instruments, with the help of which it will be possible to compensate for the damage caused. In addition, it will be necessary to create standards for the self-identification of the AI ​​system in direct interaction with a person.

In the field of transport, laws need to be prepared to regulate the use of autonomous vehicles; in medicine, there are no regulatory documents that would allow full or partial decision-making using AI and robotics technologies; technological development of public services is hampered by the fact that decisions cannot be made on the basis of AI. In the financial sector, the implementation of experimental regimes is required, and in the industrial sector, the creation of testing grounds for general use and ensuring the safe use of industrial data. In addition, changes in legislation require aspects that regulate the creation and development of smart city systems, as well as private astronautics.

According to Kommersant, over the next three months, ministries and departments, including Roscosmos, will present their proposals to the government on the implementation of the proposed concept in the projects of the national program “Digital Economy”.
