At 1440p, to achieve this figure you need something on the level of an RTX 3080 or RX 6950 XT, but at 4K even an RX 7900 XTX is not enough.
Activating FSR is expected to improve the situation, although the game is still quite demanding. However, you can always lower the graphics quality settings. But Starfield is not one of those games that are too demanding on the amount of video memory.
