Mintsifra will launch a pilot project this summer
At the Vedomosti conference Telecom: Transforming Business Models and Searching for New Solutions, Maksut Shadayev, head of the Ministry of Digital Development, said that this summer it is planned to launch a pilot project to conclude contracts with telecom operators using QR codes. Shadayev believes that all the necessary components are in place to launch such testing.
We want to test the pilot with the operators in the summer. It will be very easy. I come, I take a picture of the QR code, I download the electronic contract in the application. My passport details are there. In the same place I sign the contract with an electronic signature, “State Key”.
An agreement with the operator can be concluded via a QR code
That is, an agreement with a mobile operator can be concluded in electronic form by signing it electronically using the State Key application. It allows you to issue an electronic signature certificate to any user of a verified Gosuslug account. Such a signature, from the point of view of Russian laws, is equal to a handwritten one and is suitable for signing legally significant documents. According to Maksut Shadayev, such a project will get rid of “paper” and manual filling of contracts, as well as simplify the identification of the subscriber.
