This is probably a technical limitation.

Apple yesterday introduced its Mac Pro PC based on SoC M2 Ultra. This is the latest Mac model that Apple has moved to its own platforms. The novelty has retained the body of the previous generation Mac Pro, and many of its features, including seven PCIe slots. However, as it turns out, none of these slots support Radeon Pro graphics cards.

It’s hard to say exactly why this was implemented, but it’s worth remembering that none of Apple Silicon-based Macs have discrete graphics cards or support external 3D cards. It’s likely that the same reason applies to the M2 Ultra: the platform doesn’t support discrete GPUs, so the Mac Pro doesn’t support Radeon cards either. 

The M2 Ultra will, of course, get a monster GPU with 76 cores, which is clearly very, very powerful. But whether it is more powerful, for example, than two Radeon Pro W6800X Duo with four GPUs, is still an open question.
