In this case, the throughput will be identical to that of PCIe 4.0 x4.
As you can see, even at the level of performance that the RTX 4060 Ti provides, the bandwidth limitation affects performance. In general, not much, but in some games it is quite noticeable.
What happens if you install a GeForce RTX 4060 Ti 16GB video card in an old PC with PCIe 3.0?
On average, the difference between PCIe 3.0 and PCIe 4.0 in Full HD is 4%, in 1440p it is only 2%, and in 4K it is only 1%. But in individual games, everything is very different. Even in 4K in Far Cry 6 the difference can reach 12%, and in Full HD in CS: GO it leaves an impressive 28%.
Thus, it turns out that owners of older platforms with PCIe 3.0 in general may not worry about a drop in performance when buying an RTX 4060 Ti, but still, technically there is a drop at this level.
