When asked whether the new graphics cards will perform worse on PCI Express 3.0 systems than on PCIe 4.0 systems, NVIDIA replied:

“There are many factors affecting system performance, and the level of this impact depends on the application or game. Typically it is less than a few percent when moving from PCIe 4.0 x 16 to  PCIe 3.0 x 16. When asked how the company managed to achieve such a significant increase in performance of the 30th Ampere series compared to the 20th Turing, the answer was:
