It’s not very clear why

The AMD Ryzen 7040HS and Ryzen 7040H processors, according to the description on the company’s website, do not differ at all. Models of the previous generation with similar names differed in TDP: 35 and 45 W, respectively. But a new review has shown that these APUs are physically different.

Their crystals, of course, are identical, but the packaging is different: FP7 and FP8. In the second case, the MIPI CSI protocol is supported, and the first one is distinguished by the fact that this is exactly the same design that the Ryzen 6000H / HS line had, that is, laptop manufacturers can keep their motherboards, which reduces the cost of design.

In terms of benchmarks, the Ryzen 7 7840HS can be called a competitor to the Core i7-13700H. But, of course, the first has a much faster iGPU. The difference reaches 70-80% or more. The Radeon 780M ends up close to the mobile GeForce GTX 1650 Max-Q.
