Roskomnadzor announced today its decision regarding the social network Twitter. The service team began to more actively comply with the requirements for the removal of content, in this regard, it was decided not to move on to the next measure of impact – a complete blocking of the social network.

As the press service of the department notes, the Twitter administration has increased the speed of removal of prohibited materials. After the adoption of measures to slow down Twitter traffic on March 10, 2021, the social network removed about 1.9 out of 3.1 thousand materials with child pornography, pro-narcotic and suicidal content that had not been deleted since 2017, prohibited in Russia.
Of the 650 new links to prohibited content that have appeared, about 580 have been removed. The average removal time is 81 hours. In accordance with Russian law, social networks are given 24 hours from the date of receipt of the notification to delete prohibited information.
On April 1, at the initiative of the Twitter administration, a video conference was held with Roskomnadzor, during which the Vice President for Public Policy in Europe, the Middle East, and Africa of Twitter, Sinead McSwinney, spoke about the company’s efforts to improve the moderation of prohibited content.
Roskomnadzor announced to the Twitter administration that in order to completely remove measures to slow down social network traffic, it is necessary to remove all prohibited content, bring the speed of removal in line with Russian legislation, and comply with all norms regulating the activities of social networks in Russia.
Since Twitter for the first time made a decision to change the principles and speed of its own moderation service in Russia, and also removed a significant part of the prohibited content, Roskomnadzor decided not to move to block, but for now leave the slowdown – until May 15, 2021.
We will remind you, on March 10, Roskomnadzor announced that in relation to Twitter applied “primary slowdown of the speed of the service.” The deceleration was implemented on 100% of mobile devices and 50% of stationary devices. The department noted that it sent more than 28 thousand initial and repeated requests to remove illegal links and publications. However, as of March 10, 2021, 3168 materials with prohibited information remained not deleted, including 2569 with calls to commit suicide by minors, 450 with child pornography, 149 with information about drug use.
