To watch live HDR broadcasts, viewers can use the YouTube app on high dynamic range smart TVs, devices, smartphones with HDR screens, a Chromecast Ultra player, and PCs and laptops with matching displays.
If your device does not support high dynamic range, you will not see the HDR option in the video quality settings menu, but you will still watch the broadcast video in standard quality.
